The regulations for the upper secondary school are determined by the county governor. Pupils and parents shall be informed of the regulations. These regulations shall include rules about behaviour, and procedures in the event of a breach of the regulations. The rules relating to expulsion shall be stated in the regulations in order that these may be used as a reaction when necessary. In particularly serious cases, a pupil may be expelled for the remainder of the school year, or lose the right to upper secondary education. The last two sanctions may be applied even though these are not included in the regulations.
Sanctions that are not included in the regulations cannot otherwise be employed. Physical reprimand or other offensive actions are not permitted.
Before any resolution is made to expel or punish a pupil, the pupil shall be given the opportunity to make oral representation to the person or body responsible for the decision. Before the principal approves a decision to expel a pupil, the principal shall consult the pupil's teachers.
A resolution on expulsion for the remainder of the school year, or loss of rights to further education, is determined by the county authorities. Other forms of assistance or punishment shall be considered prior to an expulsion order being made.
